Training Package Updates You Should Know About

Training package updates – it’s a love-hate relationship, but it’s a vital one you need to stay on top of. Recently, two training packages have had some pretty significant changes: the BSB Training Package and the First Aid Training Package. 

We want to ensure our VET community is up-to-date and equipped with the best resources to help determine if you have any non-equivalent training products and ultimately, what your next steps are. 

Release 7.0 of the BSB Training Package

Release 7.0 of the BSB Training Package marks a significant shift to the VET sector, with the focus aligning to reflect both current and evolving best-practice for student outcomes. More than 350,000 Australians enrol into a BSB Training Package qualification each year [1] so ensuring that regulatory compliance can be supported in an ever-evolving digital environment is essential. 

Australian’s need transferable skills and fit-for-purpose technical skills to keep pace and actively respond to future skill and knowledge needs. The 2.5 year review to develop Release 7.0 of the BSB Training Package expertly reflects this focus.

So, what does this release mean for you? 

Well, the majority of training products in the package are no longer considered equivalent, with certain qualifications deleted and others merged. In total, the number of qualifications has reduced from 62 to 37 and the number of units has reduced from 559 to 409 [2]

An extended transition period of 18 months will support RTOs to update their scope of registration and refresh their training materials. 

PwC’s Skills for Australia has developed extensive implementation support for training providers in their delivery of the updated BSB training products, including an Interpretation Manual.

First Aid Units Approved

SkillsIQ, under the direction of the First Aid Industry Reference Committee, has completed an update of the First Aid Units to strengthen its relevance to current workforce needs and expectations. 

Consequently, the newly endorsed First Aid Training Package will better reflect industry best practice and current regulation by drawing focus to specific areas, such as asthma and anaphylaxis and addressing the role of mental health support in the provision of First Aid.

The Australian Industry and Skills Committee (AISC) approved the new release of the First Aid Skill Set and units of competency on the 12th of August. The approved training package products include: 

One Skill Set

  • HLTSS00068 Occupational First Aid Skill Set.

Eight Units of Competency

  • HLTAID009 Provide cardiopulmonary resuscitation
  • HLTAID010 Provide basic emergency life support
  • HLTAID011 Provide First Aid
  • HLTAID012 Provide First Aid in an education and care setting
  • HLTAID013 Provide First Aid in a remote or isolated site
  • HLTAID014 Provide Advanced First Aid
  • HLTAID015 Provide advanced resuscitation and oxygen therapy
  • HLTAID016 Manage first aid services and resources.

The new HLT training package products have been loaded to training.gov.au and are awaiting endorsement by the State and Territory Skills Ministers. They will be released on training.gov.au once endorsed [3]. 

However, seven of these new units of competency are non-equivalent to their previous versions [4]. All RTOs will need to apply to ASQA (or their own equivalent regulator) if they want the new units added to their scope. 

ASQA is offering an alternative, simplified application process to eligible RTOs - so you may have been pre-approved already! For eligible RTOs, this opportunity to opt in closes 1 November 2020. 

Once again, RTOs will have 12 months to transition out of using the superseded first aid units.
