1. Shift from policing to guiding
Many RTOs' first instinct when it comes to AI is to ask: "Are staff using it?" or "How do we stop them?" But that's the wrong framing. Attempting to prohibit AI use without policies, frameworks, or guidance in place doesn't stop adoption. It just drives it underground, where it's harder to manage and easier to misuse.
The more productive question is: "How can people use AI effectively and ethically?"
For RTO leaders and managers, that means moving from reactive restriction to proactive governance. It means developing clear AI use policies, defining what tools are approved and for what purposes, setting privacy protocols around learner data, and creating a culture where staff feel comfortable asking questions about AI rather than hiding how they're using it.
2. Build AI literacy, not just AI access
Giving your team access to AI tools without building their capability to critically evaluate those tools is a governance risk. AI literacy in VET involves four key dimensions:
- Engaging with AI: understanding how to interact with AI tools, interpret outputs, and recognise their limitations
- Creating with AI: using AI as a collaborative partner while maintaining creative agency and critical thinking
- Designing AI: understanding how AI systems work, including common biases and data limitations
- Managing AI: evaluating tools, understanding privacy risks, and making informed decisions about when and how AI should be used
As AI becomes embedded in day-to-day RTO operations, these capabilities are becoming a fundamental part of digital literacy.
3. Keep AI grounded in your context
One of the most significant risks of general-purpose AI tools is that they answer questions based on broad training data – not your RTO's specific policies, procedures, and course materials. When AI draws on the open internet, you can't always be sure what it's drawing on or whether it reflects your obligations.
Context-aware AI – tools that are trained on or connected to your own organisational content – produces far more trustworthy outputs. When AI answers a learner's question using your resources, you can stand behind that answer.
Security is equally important here. General-purpose AI tools often send data to external servers for processing, which creates real risk when that data includes learner information, assessment content, or internal policies. Look for platforms that keep AI processing within a secure, closed system – where your data stays yours.
4. Keep humans accountable for decisions
AI can inform decisions, but it doesn't replace responsibility.
This isn't just good ethics – it's consistent with what the 2025 Standards require. Outcome Standard 1.4 requires that assessment is conducted in a way that enables accurate judgements of student competence. Outcome Standard 1.5 requires that assessment practices and judgements are validated to ensure they are consistent and aligned with training product requirements. And Outcome Standard 3.3 is clear that only qualified assessors can make final assessment judgements.
However, used well by a qualified assessor, AI can strengthen consistency and reduce the risk of human error. To avoid compliance and quality risks, the assessor's professional judgement must remain active in the process and final judgements.
5. Demand transparency from your tools
Trust requires transparency. RTO staff and learners should understand how AI is being used in their system and training environment, what it does, and how it supports their experience. Platforms that embed AI invisibly – without clear communication about how it works or what data it uses – create the conditions for misuse and eroded trust.
When evaluating AI tools for your RTO, ask: Is this clear about how it uses data? Does it keep sensitive learner information within secure systems? Does it support human oversight rather than circumvent it?
