That spending a fixed amount of time spent in a class equates to good training.
People learn in different ways, and many learn better outside of a classroom than in it. Learning should be as long or as short as it takes a particular person to acquire the knowledge and skills necessary for competence to be deemed.
In some cases, yes, and in some cases, no, depending on a person’s learning style and technical ability. I have seen some brilliant learning tools—and some pretty poor ones, too.

Learning should be fun and relevant to what the person needs. Being a very kinaesthetic learner, I hated school and just sitting in a classroom listening!
